Assignment: Assessing a Healthcare Program/Policy Evaluation
Program/policy evaluation is a valuable tool that can help strengthen the quality of programs/policies and improve outcomes for the populations they serve. Program/policy evaluation answers basic questions about program/policy effectiveness. It involves collecting and analyzing information about program/policy activities, characteristics, and outcomes. This information can be used to ultimately improve program services or policy initiatives.
Nurses can play a very important role assessing program/policy evaluation for the same reasons that they can be so important to program/policy design. Nurses bring expertise and patient advocacy that can add significant insight and impact. In this Assignment, you will practice applying this expertise and insight by selecting an existing healthcare program or policy evaluation and reflecting on the criteria used to measure the effectiveness of the program/policy.
To Prepare:
• Review the Healthcare Program/Policy Evaluation Analysis Template provided in the Resources.
• Select an existing healthcare program or policy evaluation or choose one of interest to you and get approval to use it from your Instructor.
• Review the healthcare program or policy evaluation and reflect on the criteria used to measure the effectiveness of the program or policy described.

Affordable Care Act of 2010
Description The Affordable Care Act (also known as the Obamacare) was enacted by the US Congress in the year 2010 to expand the healthcare insurance to other groups of the general population not previously catered for under programs such as the Medicare and Medicaid (Tate, 2013). Also, the statute sought to expand the protection offered to employees in workplaces in terms of offering health insurance coverage even upon the termination of employment in the US (Tate, 2013).
How was the success of the program or policy measured?
The measurement of the success of the Affordable Care Act occurred through a comprehensive survey carried out by the Journal of Health Affairs through which a total of twelve thousand participants were interviewed (Porche, 2012). Under the assessment, the organization focused on the target group envisaged under the Obamacare program such as employees in work stations to obtain responses from them (Tate, 2013).
How many people were reached by the program or policy selected? How much of an impact was realized with the program or policy selected?
Obamacare reached over 2.3 million citizens of the US as shown by the signups which occurred upon launch of the program by the responsible government agencies (Tate, 2013). Also, through offering protection to ordinary citizens on matters of health insurance, and by focusing on the health problems facing employees, the Affordable Care Act made positive changes to lives of many citizens (Tate, 2013). Specifically, the impact of the program was notable in the enhanced access to healthcare arising from the subsidies in health insurance towards citizens.
What data was used to conduct the program or policy evaluation?
The data used was obtained from the target groups under the Obamacare program by the Journal Health Affairs thought its six months survey series conducted across different states of the US (Tate, 2013).
What specific information on unintended consequences were identified?
Information on such consequences included the absence of support for the Obamacare program from most employees across the US due to the detrimental nature of the statute on this group of people (Tate, 2013). Also, most people under the target group such as employees were unaware of their rights and the benefits of Obamacare hence the need for prompt sensitization (Sidani & Braden, 2011).
What stakeholders were identified in the evaluation of the program or policy? Who would benefit the most from the results and reporting of the program or policy evaluation? Be specific and provide examples.
The stakeholders include employees who are the major target group for the health insurance coverage under the Affordable Care Act and the employers who are mandated to oversee matters of employees’ welfare across the US (Milstead & Short, 2019). Other stakeholders include the insurance service providers and the relevant government agencies which facilitate the process of implementation of the program (Patton et al., 2015). The employees cross the US would be the main beneficiaries of the program.

Did the program or policy meet the original intent and objectives? Why or why not?
Yes, Obamacare attained its intended objective of offering comprehensive health coverage to workers in the US because it reached out to over 2.3 million people.

Would you recommend implementing this program or policy in your place of work? Why or why not?
Yes, I would recommend for implementation of the Obamacare program at my workplace since it will enable most workers to receive protection on matters of healthcare through insurance coverage.

Identify at least two ways that you, as a nurse advocate, could become involved in evaluating a program or policy after one year of implementation.
As a nursing practitioner, I would take part in the process of data collection and analysis by being part of the Journal of Health Affairs. Under this arrangement, I would approach the employees, employers and insurance service providers who are the target groups under the Obamacare program to obtain their views about the program (Milstead & Short, 2019). Consequently, I would compile a report on the recommendation for discussion with the relevant government agencies for improvement (Patton et al., 2015).
